If a user has completed a course in one language and is requesting the certificate in a different language, we may assign a new version of the course by proxying into the account and launching the course in the language that the user wishes to complete and mark it as complete as long as we can verify that the user has completed the equivalent of the course in a different language.
i.e., the user took a course in Arabic and wishes to have the certificate in English. To do this, you would:
1. Locate the user's account and view their completed transcript.
2. Verify that the user has completed the course
3. Proxy onto the user's account and locate the course in English. Then, assign.
4. End the proxy session and locate the English course in the user's active transcript
5. Mark the new version of the course as complete. This should generate a new certificate in the language that the user wishes to obtain.
